Is External Counterpulsation really effective and Safe?

Hello

My name is David,56y, i am a heart patient suffering from angina i have already had a bypass in september 2005. But i am again having the same problem recently. My angiography has been done recently and my doctor has advised me not to get an angioplasty done. But after going through my reports or diagnosis an another good heart specialist doctor in my city (i can not specify the name of the doctor) has advised me to take the IECP treatment. i am a diabetic and according to this doctor ECP can also benefit my diabetes problem.

Please suggest me what will be the best option for me? is this ECP treatment really good and safe?
